The SET Guidelines Kit is a practical tool designed to help cities, organisations, and practitioners to plan, implement and learn from street experiments in a simple and structured way.
It guides you through the full journey of a street experiment, from your first idea and choosing a location, to engaging people, setting up the experiment and thinking about how the changes can have a lasting impact in your city.
The SET Guidelines Kit is a spin-off of the CLEAR project (2019–2021), funded by EIT Urban Mobility, the SET Guidelines Kit brings together real-world experience from cities like Munich, Milan, and Amsterdam, along with research insights and input from planners and urban city-makers. It combines insights from academic literature, practical tools, and lessons from previous street experiments into one easy-to-follow framework.
Instead of offering a one-size-fits-all approach, the SET Guidelines Kit recognises that every city and neighbourhood is different.
It provides flexible guidance across six sections:

Define your goals, build your team and connect with local partners.

Understand your street, who uses it and what urban and mobility challenges it faces.

Create your action plan, the experiment’s timeline, communication and citizen participation strategies.

A test application of the framework in the Steinhuber Miniblock, Munich.”, led by doctoral researcher Ana Graciela Rivas De Gante.
